GARY LIVABLE CENTER PLAN 2025

Gary’s Livable Center Plan 2025 aims to integrate transportation, land use, environment and economic development. The Arsh Group led a planning process to revitalize three central neighborhoods in Gary: Downtown, Emerson, and Horace Mann. The plan identified opportunities and established a series of strategies to address the needs. Proposed revitalization strategies centered on several “opportunity zones” for each neighborhood all aimed to meet the goals of the plan. These consisted of TID District around South Shore station, Civic District, with ample walkable facilities connecting a Civic Center to Railcat Stadium, and Medical District with it own walkable health based campus. Neighborhood preservation and stabilization strategies were also identified as a part of the plan.
